as for the senate minority leader mitch mcconnell, i think that is a good one. a lot has been made in the past few days about him taking a higher profile role in these negotiations. while i don't like prognosticating into the future, we can look at the past in some of the previous negotiations of congress and the kind of role he has played. almost all of these talks, whether it was about government shutdown in the spring of 2011 or the debt limit debate in the summer of 2011 or the payroll tax-cut debate last year, those negotiations started at a level between the president and speaker but always broke down at that level and that pushed to the senate where harry reid and mitch mcconnell had to figure something out and get enough votes for it so they could give some cover to the house republicans, who were joined by a large majority of house democrats to get something done. the idea that we have come to this state is not necessarily surprising. that it has taken us so long to get there has probably frustrated everyone who wanted to take a holiday break. if mitch

senators reid and mcconnell are working on such an agreement as we speak. but, if an agreement isn't reached in time between senator reid and senator mcconnell, then i will urge senator reid to bring to the floor a basic package for an up-or-down vote, one that protects the middle class from an income tax hike, extends the vital lifeline of unemployment insurance to 2 million americans looking for a job, and lays the groundwork for future cooperation of more economic growth and deficit reduction. guys, i can hear you over here. i believe such proposal could pass both houses with bipartisan majorities, as long as those leaders allow it to actually come to a vote. if members of the house or the senate want to vote no, they can. but we should let everybody vote. that is the way this is supposed to work. if can you get a majority in the house, then can you get a majority in the senate, then we should be able to pass a bill. so the american people are watching what we do here. obviously their patience is already thin. this is deja vu all over again. america wond

only he and senator mcconnell have been here today. you know, i think the situation is such that after speaker boehner lost that vote, and there is walking in from earlier in the week, after speaker boehner lost the vote in his own caucus in the house, it was clear and he even said as much, that the senate needed to act. that's for a couple of reasons. one, the senate has that 60-vote threshold to get anything through and conservativives in the house want cover, they don't want to pass something and have it run into trouble in the senate because they would be sticking their neck out to some degree especially those conservatives or republicans worried about a tea party challenge next time around. so for a lot of reasons, everything has to start in the senate. that's why we're seeing a lot less of speaker boehner. but i think what's interesting in the capitol today martin, in the last few minutes we've seen the sun come out. this place is full of tourists. that kind of concern about the average american is getting these leaders to the ta
